Major hazard facilities conference

THE newly-formed Mines and Major Hazard Facilities team (MMHF) from SafeWork SA has hosted its first conference in South Australia.

The conference, which took place in Adelaide on 18 and 19 March 2008, discussed the safety and security of major hazard facilities.

250 delegates, industry experts and regulators from Australia, New Zealand and Singapore, attended the conference at the Hyatt Regency.

The MMHF team will handle the regulation of complexes which store or process oil, gas, chemicals and other hazardous substances.

Kevin Myers of Britain’s Health and Safety Executive will deliver the keynote address.

Myers is currently the Director of Hazardous Installations, and oversees the regulation of the UK’s ‘major hazard’ sectors such as the onshore chemical industry, offshore oil and gas, high pressure gas storage and distribution, as well as explosives, mining and biological agents.

Other speakers include representatives from the industry, Santos and BHP Billiton; Lloyd’s Register; OHS and MHF authorities from Victoria, New South Wales, Queensland and Western Australia and the Australian Workers Union.

Operators were encouraged to explore their ‘safety case’ regime in managing major hazard facilities. They explained in detail how they identified, managed and evaluated hazards in their facilities.

These cases were then assessed by the safety regulators.

According to SafeWork SA, it is hoped the conference held value not just for the regulatory assessment, but also the discipline and structure involved in producing the safety case.
